The piece is constructed from cast and machined brass and features a long, threaded mounting shank with its original octagonal brass lock nut. The shank transitions into a stepped, circular decorative escutcheon. The main body contains a pivot mechanism that secures a curved lever arm terminating in a grooved, dark-colored composition or hard rubber roller. This roller is designed to engage a valve stem or rod. A secondary vertical discharge pipe is integrated into the underside of the central body. Incised markings on the neck include PAT'D followed by an illegible date and a manufacturer's name beginning with THE, though the full attribution remains obscured by oxidation.
